
Jinshan District held its talent development conference recently, unveiling the “Jinshan Elite” talent policy, which covers six special programs focusing on housing, industry, agriculture, cultural tourism, education and health.
Recognizing that housing is the top concern for talent moving to Jinshan, the policy introduces a full-cycle housing support system — from temporary accommodation for job seekers to long-term settlement. The “three-step welcome package” includes free stays for job seekers, rental subsidies, and purchase support, effectively addressing the practical needs of incoming professionals.
Job seekers can stay free at youth talent hostels. Those hired by key enterprises receive an additional free month in talent apartments. Rental subsidies of up to 3,000 yuan (US$435.41) per month are available, while homebuyers can access special purchase subsidies of up to 100,000 yuan, plus up to 5,000 yuan in housing consumption vouchers.
To meet the talent demands of Jinshan’s advanced manufacturing industry, the district has established a graded, full-cycle industrial talent support system. The policy offers up to 100 million yuan for top-tier talent, tens of millions in subsidies for entrepreneurs, millions for in-demand professionals, and innovation incentives for science and technology talent, aiming to create a virtuous cycle of “gathering talent through industry and revitalizing industry with talent.”
“As a key R&D center in Syngenta’s global network, the Syngenta Global Crop Protection China Innovation Center has a strong demand for high-level scientific and technological talent,” said a director from Syngenta Group. “The new policy will help us quickly assemble core teams and high-level talent, enabling synergies and complementarity with our R&D centers in Switzerland and the United Kingdom.”
In addition, the “Jinshan Elite” policy offers tailored support for talent in rural revitalization, cultural tourism integration, education and health.
