To enhance the convenience for foreigners working in China, based on the directives of our national central government, starting from December 1st, 2024, foreigners’ work permits and social security cards (SSC) will be merged into a single card. This means that foreign work permit information will be directly incorporated into the SSC, and whether it’s the physical SSC or its electronic version, they will both make your work and life in China much easier. 工作许可的申请、延期、变更和注销在外国人来华工作管理服务系统全程网上办理，外国人入境后无需再办理实体外国人工作许可证。已领取实体外国人工作许可证的，按照“不变不换”原则，待现有工作许可申请延期或变更时按照证卡融合集成新程序办理。
The new application, extension, modification, and cancellation of work permits are handled entirely online through the Foreigners’ Work Permit Management and Service System. Foreigners no longer need to apply for a physical work permit upon entering China. For those who have already obtained a physical work permit for foreigners, following the principle of “no change, no replacement,” the process will be handled according to the new integrated card and permit procedures when the existing work permit is extended or modified.

After entering China, foreigners can download the APP of electronic social security card on their mobile phones, register and log in using their name, work permit number, or social security number, and obtain an electronic social security card with work permit information after passing real-name and real-person verification. After foreigners apply for a physical social security card, the electronic social security card will provide standard services to them.

外国人持Z字签证入境后，持《外国人工作许可通知》或加载工作许可信息的电子社保卡前往工作地公安出入境部门办理有关居留证件，有关部门可通过信息系统直接核验，也可通过查看电子社保卡、扫描工作许可二维码等方式查询、获取外国人的工作许可信息。
After entering China with a Z visa, foreigners can visit the public security exit-entry department at their work location with the “Notification of Foreigner Work Permit” or an electronic social security card with work permit information to apply for relevant residence permits. Relevant departments can directly verify the information through the information system, or they can inquire about and obtain foreigners’ work permit information by viewing the electronic social security card or scanning the work permit QR code.

外国人的聘雇单位或外国人本人持《外国人工作许可通知》或电子社保卡，可通过社保网上办事大厅或社保经办机构为外国人办理参保登记。社保经办机构应通过来华工作系统对外国人工作许可信息进行验证，为符合参保条件的外国人建立社会保障号码，社保卡管理服务部门会为其发放实体社保卡。
The employing unit of a foreigner or the foreigner themselves can use the “Notification of Foreigner Work Permit” or an electronic social security card to apply for social insurance registration through the online social insurance service hall or social insurance agency. The social insurance agency should verify the foreigner’s work permit information through the Foreigner Work Permit Management and Service System, establish a social security number for foreigners who meet the insurance conditions, and the social security card management and service department will issue a physical social security card to them.
