Qingpu District announced the launch of its multi-billion industrial clusters on Monday, aiming to accelerate its transformation into a major hub for innovation and investment.
The Hongqiao International Hub continues to expand its prominence in convention and exhibition industries, while Qingpu New City will emerge as the gateway for small-and-medium-sized enterprises entering Shanghai from the Yangtze River Delta region.

The district has demonstrated resilience and robust growth. In 2024, its GDP increased by 7.3 percent, ranking third citywide. In the first quarter of 2025, its GDP growth accelerated to 12.2 percent, marking the highest in Shanghai.
The Huawei Lianqiu Lake R&D Center has gone into operation, focusing on 6G and advanced technologies.
Construction on the Zhangjiang Xicen High-Tech Zone has been accelerated, with the National Science Park of Fudan University progressing rapidly.

The district’s R&D investment has exceeded 6.5 billion yuan, surpassing Shanghai’s average investment intensity for the first time.
Qingpu’s new initiative outlines ambitious industrial growth targets, including three 100-billion-yuan clusters in advanced equipment manufacturing, three 50-billion-yuan clusters in biomedicine, and three 10-billion-yuan clusters in low-altitude economic sectors.
With ample land and office space, the district offers nearly 5,000 mu (about 823 acres) of industrial land and around 10 million square meters of ready-to-use commercial offices and standard factories.
Fourteen key projects are signed to settle in Qingpu.
The district boasts a comprehensive policy framework, offering more than 430 specialized policies and annual financial support exceeding 4 billion yuan, supplemented by initiatives linked to Greater Hongqiao and Greater Zhangjiang development zones.
At Monday’s event, Qingpu introduced its “8.0 plan” to further optimize the business environment, providing precise and efficient services for enterprises. Fourteen key projects were signed to settle in Qingpu.
